Peter Waters

Peter specialises in competition and regulatory legal issues. He led the competition and regulatory practice of Gilbert+Tobin, one of Australia’s leading law firms for many years.  He is widely recognised internationally as one of the world’s leading regulatory lawyers. Peter is described as “the telecoms guru's guru”, having “superb industry knowledge”, and “can turn governments and regulators around”.


Peter was the Hong Kong Government’s principal adviser on the introduction of a competition law. Peter also led a team which conducted a competition investigation into the auto fuel industry in Hong Kong.

On his return to Australia, Peter has advised Telstra on a wide range of network rollout, regulatory and competition issues.

Peter was appointed to co-chair a working group of the Australian Broadband Advisory Council on digital agriculture.

Peter authors a weekly blog on artificial intelligence and digital technologies.

Peter has a BA(Asian Studies)/LLB from the Australian National University and a LLM from Harvard University, where he was a Fulbright Scholar.

Peter has been Chair of the Roberta Sykes Indigenous Education Foundation for over a decade, is Chair of the Asylum Seeker Centre and a director of the Pride Foundation. Peter also sites on the international advisory board of the Australian Research Centre’s Centre of Excellence on the impact of AI.
