Richard was Executive Director of Ad Standards for four years. A principal part of that role was to develop and manage the Community Panel, the group which adjudicates complaints from the public about Australian advertising content. 

During a period of consulting work before that he was co-lead of a review of the ABC and SBS, and contracted to the NSW EPA as CEO during the first quarter of 2020.

He also conducted the Triple Zero review following the Optus outage of late 2023. Earlier he led the Australian Communications and Media Authority, Australia’s media and telecommunications regulator, which he joined as Deputy Chairman in 2010. Before joining the ACMA Richard was general counsel and company secretary at wireless broadband infrastructure and ISP owner Unwired Group Limited.

He had previously held positions responsible for the legal and business affairs side of Network Ten's programming activities, practised as a commercial, media and litigation lawyer at national commercial law firm Blake Dawson Waldron (now Ashurst).

Richard holds a BA (Hons) from the University of Sydney and a law degree from the University of New South Wales.
